celebrated, which is a clear proof of the constant attention and special reverence by the Government of the country to scientists and educators. I congratulate pupils and students, parents, representatives of science and education, all the glorious people of the country, as well as the happy children of the period of independence, who today will cross the threshold of the school for the first time, you, honorable present, with the beginning of the new academic year and the Day of Knowledge. Due to the coronavirus pandemic, the school year has opened well this year. Due to the outbreak of an infectious disease in order to protect the health of pupils and students, teachers and workers in the field of science and education by the decision of the Republican headquarters, the academic year ended early, and the vacation period was also extended. Thanks to the efforts of the Government of the country and the selfless work of health workers, the spread of the disease has noticeably decreased, and today the doors have opened in all educational institutions. As a result of the implementation of this measure, that is, the extension of the vacation, we were able to protect adolescents, youth and their mentors from this disease. Traditionally, the new academic year will begin with a lesson in peace. Indeed, peace is an invaluable gift, and for the people of Tajikistan it is of great importance. For our people achieved peace, tranquility and political stability at a very heavy price, having gone through all the difficulties and hardships of the imposed civil war. Growing generation, today’s youth should learn lessons from the recent past and make efforts to strengthen peace and stability in the country, make their direct contribution and contribution to the protection and consolidation of national statehood. In other words, the real mission of mentors, teachers and parents in this direction is to explain to adolescents and youth the pages of tragic history and the bitter experience of our people, prepare them for the protection and strengthening of peace and stability, national unity and further strengthening of their independent state. … Because peace and tranquility are the most important condition for the strength and stability of the state, tranquility in society and the fulfillment of the aspirations and plans of each person. Hence, we must value peace and tranquility, further clarify their significance among the public, especially among members of society, adolescents and young people. Since in today’s complex and troubled world, as a result of wars and conflicts, hunger and poverty, the spread of all kinds of diseases, hundreds of thousands of children are deprived of the opportunity to attend school, become literate, moreover, thousands of them die for various reasons. Worldwide, before the outbreak of COVID-19, more than 250 million children were unable to go to school, according to United Nations figures. What is it like now ?! In another sense, our lesson of peace is a lesson in patriotism and knowledge of the pages of history in the name of a comfortable future for our dear Tajikistan. From ancient times to the present day, the Tajik people, along with the strengthening of friendship and brotherhood, peace and tranquility, highly value science, knowledge, school and education and revered as a source, forming spiritual and moral values ​​in human life. Tajiks, as a civilized nation, at all times considered the study of sciences and the arming of knowledge as one of the main conditions for the development of spirituality and morality in society. This tradition continues to this day, and during the period of independence it acquired a new meaning and content. In current conditions, science and knowledge are the main indicator of the degree of development of each state and nation, are directly related to the development of human potential. Based on this, we announced the years 2020-2040 as the Years of Study and Development of Natural, Exact and Mathematical Subjects, obliged all institutions of science, education and in general the entire social sphere to attach greater importance to the study of natural, exact and mathematical sciences in the name of a brighter future and the formation of technical thinking the younger generation. The main condition for the implementation of this goal is to increase and improve the level and quality of education, the introduction of new teaching methods and the effective use of each lesson in educational institutions. With this in mind, a decree was signed by the President of the country, and the Ministry of Education and Science was instructed, together with the National Academy of Sciences, to summarize the proposals of specialists in relevant fields and submit to the Government of the republic. In July of this year, a Resolution of the Government of Tajikistan was adopted “On the action plan for 2020-2025 for the implementation of the announcement of 2020-2040″ Twenty years of the study and development of natural, exact and mathematical subjects. ” In this document, at the first stage, it is planned to develop and implement the “State Target Program for the Development of Natural, exact and mathematical subjects for 2021-2025 “,” Strategies for the study and development of natural, exact and mathematical subjects in the field of science and education for the period up to 2030 “and” Programs for providing educational institutions of the republic with subject rooms and equipped educational laboratories for 2021- 2025 “. In addition, the Resolution marks issues regarding the study and development of natural sciences, the implementation of which will contribute to the quality of mastering these subjects. The analysis shows that the standards, plans and curricula of natural, exact and mathematical subjects at all levels of education need serious revision. That is, it is necessary to increase the number of hours of teaching natural, exact and mathematical subjects during 2020-2040. Therefore, the ministries of education and science, Finance, the Academy of Education and other relevant ministries and departments are instructed to take measures for a serious revision of curricula based on international norms to increase the number of hours for studying natural, exact and mathematical subjects through the use of additional financial resources without prejudice to humanitarian subjects. We attach great importance to the study of all subjects, including the humanities, but the analysis shows that in the country there is a need to pay more attention to the natural sciences. This is due to our fourth national goal – accelerated industrialization and ensuring the further development of Tajikistan. Because the study of natural sciences expands the technical thinking of the younger generation and encourages young people to research, invent and discover. The Tajik land abounds in natural and underground resources. But so far this wealth has not been sufficiently studied, and we significantly need highly qualified personnel in the fields related to prospecting, mining, and processing of existing wealth. But with regret we have to admit that adolescents and young people do not yet show much interest in applied sciences. This situation prompts us to prioritize science education at all levels of education. Honorable attendees! As a result of the support and care of the state and the Government of the country and the implementation of state projects and programs in all cities and regions of the republic, hundreds of new educational institutions have been created to this day, renovation and adaptation of existing educational institutions to the modern conditions are steadily continuing. During the period of State independence, we created new forms of educational institutions, in various cities and regions of Tajikistan we established 9 Presidential schools with coverage of about 8,000 students, 75 gymnasiums for more than 53,000 students and 71 lyceums for 36,000 students. Today, the number of secondary general education vocational institutions in the country has reached 75, and the number of their students is almost 90 thousand, of which 32 institutions began their activities in the period of independence. During the years of independence, the number of higher professional educational institutions has increased from 13 to 40, in which more than 227 thousand students are enrolled in education, and the number of graduates from the period of independence is more than 600 thousand people. At the same time, more than 35 thousand boys and girls study in higher educational institutions of the developed countries of the world. At present, the material and technical base of educational institutions is being strengthened every day, modern technologies have been fully introduced into the education system. All these undertakings generally have a positive effect on the level and quality of education. Secondary school No. 102 in the city of Dushanbe, which we opened today, belongs to the next initiative of the leadership of the capital of the country. This institution was built with a modern beautiful design and high architectural art, where all the necessary opportunities and the best conditions for learning are created. The construction of the school for 2,400 students was started on October 15, 2017 by the Tajikgidromontazh company and completed on August 1, 2020. The newly built institution consists of four buildings, has 51 classrooms, including 38 classrooms, laboratory, computer, language laboratories, as well as classes for labor lessons, sculpture, drawing, a gym, a library, a dining room with 180 seats and a conference room with 400 seats. Taking this opportunity, I want to express my gratitude to the domestic entrepreneur Zaidov Khurmatullo for such an example worthy initiative, as well as to all the builders who contributed to the construction of such beautiful modern buildings for teachers and schoolchildren in the capital. The process of population growth in the country encourages us to take timely measures to create new educational institutions, repair and reconstruction of existing educational institutions, provide them with the necessary equipment and supplies. This year, at the expense of all sources of financing, it is planned to build 163 educational facilities for more than 33 thousand seats in the amount of 405 million somoni. Of this number, by the beginning of the 2020-2021 academic year, 152 objects for more than 32 thousand seats in the amount of 400 million somoni will be built and commissioned. These days, with the aim of a worthy meeting of the great national holiday – the 30th anniversary of State independence in all cities and regions of the country, especially in remote villages, the construction of educational facilities continues at an accelerated pace. Of the planned 1,332 schools and preschool institutions, 367 secondary schools and 30 kindergartens were built and commissioned by August 2020, of this number, 135 educational institutions and 21 kindergartens were created by patriotic and generous entrepreneurs of the country. In the last six months of this year alone, 5 preschool and 37 educational institutions have been built and commissioned in the country. Once again, I express my gratitude to all entrepreneurs, businessmen, generous people, those who, supporting the initiatives of the leadership of the state and the Government, create modern educational facilities for our children, that is, the future generation, which will continue creative work, and I wish each of them success and achievements … Dear attendees! In accordance with the “Program for the development of private institutions of preschool and general secondary education for 2014-2020” in 2014-2019, 859 private preschool institutions were to be created in the country. But to this day, in 153 institutions of preschool education of the country, regardless of their form of ownership, 151 thousand children are covered by education and upbringing, which is only 15.9% of preschool children. I emphasize that such an indicator does not meet the requirements at all and cannot meet the growing needs of the population for institutions of this level of education. In this matter, with the exception of the cities of Dushanbe and Khujand, there is a serious lag in all cities and regions. Another problem of this stage of preschool education is that teachers and educators who do not have relevant specialties carry out their activities there. Currently, these institutions employ 1346 people with non-pedagogical higher education, 771 people with incomplete higher education, 1472 people with secondary non-pedagogical education and 2792 people with secondary general education, this situation is a serious proof of the lack of specialists in this direction. The heads and responsible persons of the sphere and the executive bodies of state power of regions, cities and districts are obliged to take measures to resolve this issue, that is, to gradually eliminate the shortage of personnel in preschool institutions. In accordance with the aforementioned program, 331 private educational institutions were to be organized in cities and regions of the country. But to date, 14 private educational institutions have been created, which is only 4.2% of the implementation of the program. This situation clearly shows that the activities of the heads of cities and districts in the direction of cooperation with the private sector are unsatisfactory, and the benefits, defined for the creation of private educational institutions are not used properly. Therefore, the heads of regions, cities, districts and the Ministry of Education and Science are instructed to take decisive coordinated measures to eliminate these problems. Honorable attendees! The general education stage plays a fundamental role in the country’s education system, because it is during this period that children are formed spiritually and physically, acquire basic knowledge and choose their future profession. According to the analysis, at this stage of education, the level of mastering the curriculum still does not meet the requirements of the time. Therefore, the responsible persons of the sphere need to take prompt measures to eliminate the shortcomings existing in this direction and, at the same time, objectively establish an analytical review of the sphere in accordance with modern requirements and norms. Another factor that negatively affects the quality of education at this stage of education is the lack of access of schoolchildren to textbooks. According to the data, while educational institutions in some cities and districts are experiencing difficulties due to the lack of textbooks, and this situation is also observed in institutions where classes are taught in other languages, which requires the responsible persons of the sphere to take serious measures. Because the level and quality of students’ knowledge, first of all, depend on the content of textbooks. But analysis shows that most textbooks are informative in nature, Insufficient material is offered to awaken independent thinking in children and adolescents. In connection with the solution of this issue, we previously gave the necessary instructions to the responsible persons of the sphere, and control over this was entrusted to the Executive Office of the President. I am sure that our experienced scientists and teachers will eliminate this problem in the near future, and the level and quality of textbook content will be brought in line with the requirements of the time. Another problem of the country’s educational institutions is the insufficient provision of experimental teaching materials, chemical reagents and equipment for chemistry, physics and biology, this situation also leads to a decrease in the level and quality of education. To address these issues, at previous meetings with educators, I gave specific instructions to responsible persons and relevant structures, today I once again instruct the Republican Center for the Provision of Science with Technical Equipment, Tools and Chemical Materials under the National Academy of Sciences to take specific measures until the beginning of 2021 to elimination of the mentioned problems. Dear attendees! Institutions of higher professional education of the country make a worthy contribution to the direction of training specialists for various spheres of the national economy. Notwithstanding this, raising and improving the level and quality of education at the level of higher education is still one of the main issues. Along with this issue, the focus of the country’s higher professional education leadership is on the search and finding of advanced and modern teaching methods and bringing the material and technical base of educational and scientific institutions in line with international standards, the widespread introduction of information and communication technologies, the establishment of new specialties that meet the requirements of the national economy and entry into a single educational space. In order to bring the quality of vocational education in line with international standards, the question arose of strengthening cooperation between educational institutions and subjects of the labor market. To resolve this issue, it is necessary to establish fruitful cooperation of higher educational institutions with companies and private enterprises, to create experimental centers and departments at domestic companies and enterprises. Providing quality education is one of the ways to enter the international education space. To this end, until today, some specialties of higher professional educational institutions have passed international accreditation, but this is still not enough. Exchange of students and teachers, taking control of the future of graduates, advanced training and retraining of teachers of higher professional educational institutions are some of the main criteria that are taken into account when passing international certification. Therefore, the Ministry of Education and Science needs to take additional measures for the phased implementation of international accreditation of educational programs of higher professional educational institutions in order to increase and improve the level and quality of education. A large number of institutions of primary and secondary vocational education operate in the country, which also play an important role for young people to acquire various professions. Today’s labor market in the country and abroad requires this link of education to take additional measures to establish new specialties that meet the requirements. Today, the country’s economy is more in need of specialists in the fields of engineering and technology, engineering, architecture and construction, and this issue, that is, eliminating the shortage of highly qualified workers and, at the same time, raising and improving the level and quality of education, should be in the focus of the heads of institutions of primary and secondary vocational education. The ministries of education and science, labor, migration and employment of the population and other ministries and departments, in the structure of which there are institutions of primary and secondary vocational education, are instructed to take additional measures to introduce new professions and specialties. Dear attendees! Science is an invaluable asset, and the intellectual potential of each country is associated with its powerful strength. Therefore, the Government of the country in its social policy pays constant attention to the development of domestic science and implements the necessary reforms in this direction. As a result of this support, we raised the status of science, reformed the structure of the Academy of Sciences and gave it a national status. Along with this, 50 postgraduate students who carry out activities in scientific institutions have established a scholarship of the President of the Republic of Tajikistan, 70% of which are for researchers in the field of natural and mathematical sciences. In addition to this, business entities are tasked with expanding discoveries and inventions in collaboration with scientists. The necessary instructions were also given to introduce technologies based on science at industrial enterprises, and to further strengthen the connection between science and production. Along with this, this year, in the direction of considering custom topics during the audit of the five-year activity of scientific centers and research institutes, the necessary measures were taken to increase the amount of funding in the field of science at the expense of the Presidential Fund for Basic Research by 3% and eliminate existing problems. In this regard, the heads of the National Academy of Sciences and other sectoral academies are again instructed to ensure the mandatory implementation of instructions given at meetings with representatives of science and the creative intelligentsia. By the decree of the President of Tajikistan dated June 25 of this year, a department of science and innovation was established in the structure of the Executive Office of the President, which will contribute to the further development of science and its connection with production, the introduction of new technologies, as well as advanced training of researchers and other scientific workers. In order to train connoisseurs of natural, exact and technical sciences, we are building an Intellectual School, in which all conditions for learning will be created, including subject classrooms equipped with modern teaching aids, and with the beginning of its activity, gifted children from all cities will be attracted to this institution. and regions of the country. Dear attendees! In one of my speeches, I called the sphere of science and education the main pillar of the country’s development and security. This issue is also noted in Article 6 of the Law of the Republic of Tajikistan “On Security”: “The deterioration of the quality of education and the intellectual potential of the country is regarded as a threat to the security of the state.” Because in the current conditions, the national security of countries, in essence, is provided by increasing scientific and technological activities in all spheres, developing intellectual potential and a high level of competitiveness. During the years of independence, the Government of the country has taken all the necessary measures to support and develop science. In particular, during this period, more than 300 documents were signed only on the system of management and financial support of the sphere of science, education of scientific personnel, international scientific cooperation and others. Despite this, there are still a number of shortcomings and problems in the direction of science and education that generally impede the development of these areas and at the same time the development of the country, including: – still a low level of quality of education with the ensuing consequences, namely a low level knowledge of schoolchildren and students, scientific thinking of graduate students and part of graduate scientists; – a low level of quality of teaching foreign languages, including Russian and English, in educational institutions and higher educational institutions as the main means of access to the achievements of science and technology and other modern world processes; – a low level of teaching natural, exact and mathematical sciences in general educational institutions, as a result of which a low level of technical thinking of students, applicants and researchers in these areas; – low professional level of young personnel, especially in the field of health care; – shortage of experienced teachers, especially teachers of science; – irrational use of budgetary funds in the direction of science and research; – corruption in the field of science and education. If the main factor in the development of science and education is their financing, then it should be noted that currently the financing of the education sector in Tajikistan is on a par with the countries developed in this direction. Moreover, in the policy of the Government of Tajikistan, the education sector is recognized as a priority area, the Government of the country pays special attention to this area and gradually increases its funding. For example, in 2020, the education sector provides 5 billion 689 million somoni, which is 19.2 percent of the total expenditures of the state budget and 5.7 percent of the gross domestic product. The question arises why the measures taken by the Government and the Head of State in these areas do not bring the desired results, and our science and education are still not developing in a noticeable way? From the analysis of the current situation in education and science in the country, it is believed that the still not quite perfect system of management of science and education, the lack of high professional level personnel, honest and patriotic, as well as the emergence of interest groups in certain structures in these areas have caused this state science and education. I think that it is for this reason that the important documents adopted by the Government of the country, which have been adopted by the Government of the country, are not timely and efficiently implemented in the name of the development of the spheres of science and education. In particular, in the direction of the development of domestic science, we once adopted the “Program for the training of scientific personnel in the Republic of Tajikistan for 2009-2015”. However, analysis shows that this program has not been adequately implemented, and for this reason today, despite the fact that the number of higher educational institutions is multiplying, the number of graduate workers, including candidates of science, is less than in 1985, by about 300 people. It should be noted that most of our government agencies still need highly qualified personnel. Or another example, the Program for the Development of Renewable Energy Sources and the Construction of Small Hydroelectric Power Plants for 2016-2020, the implementation of which remained on paper, it did not contribute at all to the development of these areas, and for a long time, as the areas mentioned in the program have been in poor condition. Of concern is that during the entire period of independence, research in priority areas of science and custom topics were established without taking into account the requirements of the country’s socio-economic life, annually about 350 topics are financed from the state budget, but practically do not bring results. The level and quality of implementation of the adopted educational programs also leaves much to be desired. For example, the Government of the country adopted and implemented the “State program of computerization of educational institutions of the Republic of Tajikistan for 2011-2015”. And although the plan for providing educational institutions with computers has been fully implemented, according to the data, the plan for providing educational institutions with teachers of this subject, which is the task of the Ministry of Education and Science, has practically not been fulfilled. It is for this reason that in most secondary general education institutions, the use of computers is not properly established. At present, the implementation of the third stage “State program to improve the teaching and learning of Russian and English languages ​​in the Republic of Tajikistan for the period up to 2030” will begin, but no noticeable results have been observed in this direction so far, and this situation continues to cause concern. The situation with the implementation of the “State Program for the provision of educational institutions of the republic with subject classrooms and equipped educational laboratories for 2018-2020” also raises concern. For 14 years, that is, from 2006 to the present day, the Republican Center for Providing the Spheres of Science with Technical Equipment, Tools, chemical materials and expeditionary means at the National Academy of Sciences due to the incompetence of its leaders and responsible persons of almost 3800 secondary schools, 70 scientific institutions and all higher educational institutions, as well as 34 research institutes in the field of exact and technical sciences, medical institutions and others branch institutions and laboratories of various fields are not sufficiently provided with modern laboratory equipment and chemical reagents. As a result, at present, a whole generation of teachers of natural subjects in secondary general education institutions teach students without proper knowledge, and now it takes a lot of time and work to correct this situation. That is why, in the messages of the last six years of the Head of State to the Majlisi Oli, serious claims were made to these important and urgent issues in the sphere of science and education, and specific instructions were also given to eliminate them. But the analysis of the action plan for the implementation of the instructions of the President of the country shows that the implementation of items related to the spheres of science and education is established at a very low level. And most of the orders by the executors with the submission of unreasonable certificates are taken out of control. Dear compatriots! Today’s complex and turbulent world has confronted the people of the planet with grave problems and contradictions, the most dangerous of which are international terrorism, radicalism and religious extremism, drug trafficking, weapons and the spread of infectious diseases. In such conditions, mentors and teachers, parents, representatives of the intelligentsia, authoritative and experienced people are obliged to direct and train adolescents and young people to study the sciences and equip them with knowledge, master professions and crafts, educate them in the spirit of sincere love for the Motherland, their independent state and readiness to defend national and state interests. Only in this way will we be able to educate the growing generation, faithful to the ideas of national statehood, and prepare them for the process of informational psychological collisions of the modern world. Teenagers and young people of our beloved Motherland, who have a strong will, need to think about the improvement and development of their native country with a feeling of gratitude for their independence, for in Tajikistan all favorable conditions have been created for the implementation of their good intentions and creative goals. The Tajik people have a colorful and glorious history. Our civilized nation over the course of its long history has gone through many difficult periods and has preserved its history, language, culture and national traditions. Therefore, we all need to pass on the glorious past of our people to future generations so that they value freedom and independence, the sacred and fateful concepts of the nation, and be ready to defend this priceless wealth. I am sure that workers in the field of science and education and every patriotic resident of the country honor this great heritage and, until the celebration of the 30th anniversary of State independence, will make their worthy contribution to the greater development of our dear Tajikistan. In connection with the beginning of the new academic year, I would like to emphasize one more issue that is very important. Parents, heads of educational institutions of all levels, mentors and teachers, health workers must constantly remind schoolchildren and students of the rules of personal hygiene and take strict control over their mandatory observance. The heads of the ministries of education and science, health and social protection of the population, as well as educational institutions of all levels are obliged to create all the necessary conditions in this direction. We must explain to children, adolescents and young people that they should not be careless about infectious diseases, especially coronavirus, and not risk their health and lives. Once again I congratulate you, teachers
