Dear members of the Majlisi Milli and deputies of the Majlisi Namoyandagon! Dear compatriots! The outgoing year in the history of independent Tajikistan, thanks to the achievements of the people, was imprinted as another fruitful and successful year. The implementation of measures outlined in the “National Development Strategy of the Republic of Tajikistan for the Period up to 2030” and “Medium-Term Development Program of the Republic of Tajikistan for 2016-2020” created conditions for us to take sustainable steps towards achieving the highest goal, that is, increasing the level and improvement of the quality of life of the glorious people of Tajikistan.
In 2019, real gross domestic product grew by 7.5 percent. This indicator was achieved due to the growth of the real volume of industrial production by 13.4 percent, agricultural products by 7.1 percent, trade turnover by 8 percent and paid services by 1.6 percent. Over the past 7 years, the country’s economy has grown annually at an average of 7 percent, and the gross domestic product has increased from 45.6 billion somoni in 2013 to 78 billion in 2019. The total amount of budget revenues in this period from 12 billion somoni in 2013 reached 23 billion somoni in 2019. Over the past years, the monetary incomes of the population have increased more than 2 times, and the average salary of one employee by 2.4 times.
The balance of savings in the country’s banking system in 2019 amounted to 9.5 billion somoni, and has increased by 45 percent over the past 7 years. The poverty rate fell to 27.5 percent, and the average life expectancy rose to 75 years. At the same time, according to the data, during the period of independence, the overall mortality rate decreased by almost 2 times, including the death rate of children under five years old by 3.2 times. During this period, the population of Tajikistan increased from 5.5 million to almost 9 and a half million people, that is, by 70 percent. The share of the private sector in gross domestic product in 2013 was 54 percent, and in 2019 this figure reached 70 percent. The government of the country is instructed in the future to attach paramount importance to the qualitative aspects of the growth of the national economy, strengthening of human potential, organizing the production of final products through the widespread use of modern technology and the introduction of innovations, increasing the economic activity of the population, improving the system for supporting entrepreneurship and investment and expanding the digital economy. In the face of increased trade competition between countries, we are obliged to take the necessary measures in the direction of predicting threats and reducing their impact on the national economy, as well as increasing the competitiveness of domestic production. In this regard, the Government of the country is instructed to take the necessary measures to bring the volume of gross domestic product in 2020 to 87.4 billion somoni, and to ensure its growth rate at the level of 7.8 percent and ensure the revenue side of the budget in the amount of 26 billion somoni.
The government also needs to ensure the rate of real growth of gross domestic product per year by 7-8 percent over the next 7 years, increasing its volume by more than 1.8 times and per capita by 1.7 times, and to implement the approved plans to increase 45 percent of the share of the middle class of the population and poverty reduction to 18 percent. Now we are at the stage of completing the first stage of the National Strategy of the Republic of Tajikistan for the period up to 2030 and the beginning of its second stage. In this regard, the Government of the country is instructed to develop and adopt a medium-term development program for 2021-2025 by the end of 2020. The government of the country is also entrusted with the goal of the early implementation of digital technologies in socio-economic spheres, as I emphasized in last year’s Address, develop and implement the concept of the digital economy and, on its basis, a medium-term program for the development of the digital economy. In a market economy and digitalization of management and production activities, government bodies should implement a single economic policy only using modern mechanisms, methods and methods of regulation. At a meeting that I held with employees of financial, tax, customs, investment and banking authorities, I was instructed to develop a new version of the Tax Code. Responsible persons should, when developing it, take into account the need to stimulate domestic producers, simplify tax administration and improve the investment climate. We must pay serious attention to the development of the private sector and create a unified legal basis for all participants in economic activity, regardless of their form of ownership. To protect and support entrepreneurship and raise capital, over the past 3 years, the Government of the country has additionally introduced 30 types of benefits and preferences for light industry, agriculture, pharmaceuticals, poultry, livestock, tourism and other priority sectors. The volume of benefits introduced in 2016-2018 alone amounted to more than 15 billion somoni, which is the financial contribution of the state to the development of socio-economic spheres. In addition to this, on the basis of the reforms carried out by the Government of the country over the past 3 years, the number of inspections of the activities of economic entities has decreased by 6 times.
Our goal from improving legislation, which is aimed at supporting and developing the private sector, especially the production of final products, is to introduce a perfect taxation system, simplify the issuance of licenses and reduce their number, modernize the procedure for the provision of public services and establish incentive measures. The government and parliament of the country need to give priority to these issues when discussing and improving legislation, in particular the new version of the Tax Code. The Government of Tajikistan pays special attention to the issue of investment in economic sectors as the main means of accelerated industrialization, and is taking concrete measures to improve the investment climate and attract more direct foreign investment. In 2013-2019, 57.3 billion somoni of foreign investments were received in various spheres of our economy, almost 30 billion of which are direct investments. In accordance with the adopted documents, the volume of attracting private capital should increase and in 2020 its share in the gross domestic product should be brought to 10 percent. To implement the priorities identified in the programs, during 2013-2019, more than 80 state investment projects were implemented, and state investments for more than 13.2 billion somoni were directed to the country’s economy. Currently, 66 state investment projects are being implemented in the country, and their total amount is 32.4 billion somoni. In 2020, the implementation of another 23 new state investment projects worth 3.8 billion somoni will begin. The State Committee for Investment and State Property Management, ministries and departments, the leadership of regions, cities and districts, using the country’s economic resources and opportunities, need to intensify its activities to improve the investment and business climate and use various incentive methods. The government of the country is instructed to form a bank in order to support small and medium-sized businesses, especially in production areas and domestic exporters, in order to fulfill the tasks of the Entrepreneurship Support Fund. At the same time, it is necessary to annually increase the allocation of funds from the state budget for fruitful lending activities of this bank. In the near future, state policy in the areas of trade and services should be pursued in three directions – stimulating exports, ensuring the diversification of export-oriented production and simplifying trade procedures. In this regard, the Ministry of Economic Development and Trade, the Customs Service, the Export Agency, the Chamber of Commerce and Industry of the country need to accelerate work on the implementation of a single window for export-import and transit operations, and to implement practical measures on the issue of joining the general system of using benefits and “green corridors”. Although in the field of exports there are 450 types of goods and products produced by the country’s enterprises, and the share of exports in foreign trade turnover increased from 18.9 percent in 2013 to 27.4 percent in 2019, this still cannot satisfy us. That is, the growth rates are still low. During this period, the volume of exports of cement, cotton threads, metals and concentrates, carpets, gypsum cardboard and others increased, but for various reasons, the volume of exports of primary aluminum, cotton fiber, canned food, fruits and vegetables, cocoons and tobacco products decreased. The government of the country is obliged in the coming years to direct all resources to increase the export potential of the country, increasing the share of final industrial products in total exports and removing existing administrative obstacles. One of the issues that need to be addressed for the development of exports is the insufficient promotion of domestically produced products and participation in international exhibitions, which requires the responsible persons to intensify their activities in this direction.
For this purpose, and for access to information on the list of export products and manufacturing enterprises, it is necessary to improve the trade portal of Tajikistan, and industrial enterprises must establish their own Internet sites to advertise products and find foreign partners. The Ministry of Industry and New Technologies must, using international experience and in order to present domestic products, regularly publish the necessary data with the names of enterprises, a list of export products and other necessary information. In this regard, the Ministry of Economic Development and Trade and the Export Agency are instructed to develop and submit for consideration to the Government of the country an export development program for 2021-2025. At the same time, it should be noted that the issue of access for entrepreneurs, especially producers to long-term and relatively cheap financial resources is still unresolved. The banking system should contribute to the development of real sectors of the economy, the activation of the private sector and foreign trade turnover, and thereby be the main source of financial support for the implementation of state goals. Therefore, the National Bank is instructed to take the necessary measures in order to determine the reasons for the low level of attraction of domestic and foreign capital for the organization of new banks and to reduce the cost of the authorized capital of existing banks, and to direct the monetary policy to develop the economy and increase exports. The National Bank of Tajikistan, together with the State Savings Bank of the Republic of Tajikistan “Amonatbank”, needs to take urgent measures to significantly increase the volume of loans and reduce its percentage for industrial sectors. The National Bank is obliged, together with the relevant state bodies, to take concrete measures to keep the inflation rate within the envisaged framework. It is also necessary to take measures to establish representative offices of individual banks of partner countries to provide better conditions for the operation of manufacturing enterprises with partner capital. Dear deputies! We have adopted accelerated industrialization as the fourth strategic goal of the country, for the development of industry creates the basis for ensuring the sustainability and competitiveness of the economy. As a result of the measures taken over the past 7 years, the volume of industrial production increased 3 times (from 10 billion somoni in 2013 to 27.5 billion in 2019), and the share of the sector in the country’s gross domestic product increased by 5.1 percentage points (respectively, from 12.6 percent to 17.7 percent). But the indicators of the sphere are still insufficient for the high-quality implementation of the adopted programs, and work towards increasing the competitiveness of manufactured domestic products, implementing the export support and import substitution policy remains unsatisfactory.
In this regard, the leadership of the Ministries of Industry and New Technologies, Economic Development and Trade, Agriculture, Foreign Affairs, the State Committee for Investments and State Property Management, the Committee for Local Development and the Export Agency should, together with the leaders of regions, cities and districts, adopt the necessary measures to select regions in accordance with the chain “raw materials – production of final products – finding a sales market”. The State Committee for Investment and State Property Management, the Export Agency, together with the heads of regions, cities and districts, need to take regular measures to improve the skills of entrepreneurs in the preparation of business plans. In order to develop investment projects based on domestic raw materials and present them to investors, it is necessary at the State Unitary Enterprise “Tajinvest” of the State Committee for Investments and State Property Management on a contractual basis to create a separate unit with the involvement of domestic and foreign specialists. Through the efforts of the Government of the country, over the past 5 years, 14 investment agreements have been signed with foreign and domestic investment companies to attract direct investments worth more than 14 billion somoni, the implementation of which will create 20 new manufacturing enterprises. Currently, 12 state investment projects are being implemented in the energy sector for a total of 16.1 billion somoni. Within the framework of these projects, we commissioned 2 units of the Rogun hydroelectric power station. In 2019, the reconstruction of the Nurek and Kairakkum hydroelectric power plants began in the amount of 5.5 billion somoni, and the implementation of such a project continues at the Sarband hydroelectric power station in the amount of 1.3 billion somoni. The reconstruction of the Sarband hydroelectric power station will be completed in early 2021, as a result of which its capacity will increase by almost 45 megawatts. At present, work continues at an accelerated pace to start construction of the Sebzor hydroelectric power station in the Roshtkala region of the Gorno-Badakhshan Autonomous Region. To this end, the Government will direct more than 470 million somoni of public investment, and we intend to commission this important facility in 2022. The implementation of projects in the field of energy has allowed, over the past 7 years, that is, in 2013-2019, increase the volume of electricity production by 1.3 times (from 16 billion to more than 20 billion kilowatt hours). In connection with this issue, the Government of the country needs to take urgent measures for the efficient and economical use of electricity through the use of energy-saving technologies, the creation of new electrical facilities and networks, the reconstruction and restoration of existing networks, the introduction of a modern control and accounting system, and the reduction of electricity losses. The creation of transport infrastructure is very important for turning Tajikistan into a transit country and simplifying the export of domestic products. Currently, 11 state investment projects are being implemented in the transport sector, totaling more than 8.5 billion somoni. In 2020, the implementation of projects for the reconstruction and construction of the Obigarm – Nurabad section of the Vakhdat – Karamyk highway (i.e. Lyakhsha) in the amount of 3.5 billion somoni, the Kalaikhumb – Vanj highway with a design cost of 2.2 billion somoni, Khulbuk – Temurmalik in the amount of 200 million somoni and the construction of the seventh bridge on the Panj River between Tajikistan and the Islamic Republic of Afghanistan in the area of Kokul and an 18-kilometer highway worth 70 million somoni. Currently, the reconstruction and construction of highways Dushanbe – Bokhtar, Khujand – Isfara, Kulyab – Shamsiddin Shokhin, Shkev – Kalaikhumb, Kulyab – Muminabad with a design cost of more than 4 billion somoni, which will be put into operation before the celebration of the 30th anniversary of state independence country. The Ministry of Transport is instructed, together with the State Committee for Investments and State Property Management, to take the necessary measures to find investment funds to create avalanche galleries on vulnerable sections of the Dushanbe-Chanok highway and improve the capabilities of the Istiklol tunnel. Also, the Ministry of Transport is instructed to intensify work towards the development of projects for the reconstruction and renovation of the Khujand – Kanibadam, Bokhtar – Dangara – Kulyab, Bokhtar – Nosiri Khusrav highways and other roads and routes. It should be noted that only in the last 3 years, in accordance with the improvement work plan for a worthy celebration of the 30th anniversary of State independence, in cities and regions of the country at the expense of entrepreneurs, patrons and residents built and repaired 1,450 kilometers of roads of republican and local importance and 108 bridges. At present, creative work, which testifies to the high activity of the population in the name of the improvement of our beloved Motherland, is steadily continuing. Initiatives and initiatives like these are worthy of praise, support and emulation. Truly, the sacred task of each of us is to make efforts for the further development of our dear Tajikistan and the creation of decent living conditions for every inhabitant of the country. In accordance with the plans for improvement and construction in cities and regions, the development of the construction sector is very noticeable. Construction is one of the important socio-economic spheres, a reflection of the country’s development, the level and quality of life of the people. In order to develop activities in the field of architecture, urban planning and construction, the regulatory legal acts of the industry have been improved. Over the past 7 years alone, fixed assets worth more than 37 billion somoni have been commissioned, almost 8 million square meters of housing have been built and other facilities have been commissioned. During the period of independence, taking into account the growth of the country’s population and in order to solve the social problems of the people, 135 thousand hectares of land were distributed to create residential buildings. Regarding this issue, I emphasize that during the construction of residential and other objects, it is necessary to observe the art of design and construction (architecture) and strive to make our cities and villages better and more beautiful. In this regard, the Committee for Architecture and Construction, local executive bodies of state power and other relevant bodies in the development of plans for settlements and villages, When planning social, tourist and other facilities, it is necessary to resolutely observe the rules and norms of urban planning and construction, to ensure the widespread use of traditions and elements of national architecture. Also, responsible persons need to take additional measures to ensure the development of the construction sector in order to bring the facilities under construction in line with modern quality standards and train high-level personnel in the field of architecture. Taking this opportunity, I express my gratitude to all the glorious people of Tajikistan, including entrepreneurs, philanthropists, people of a generous soul for the improvement work done so far. Addressing the people of the country, I urge every family to attach serious importance to the issue of cleanliness and improvement of places of residence, streets and avenues of all settlements before the celebration of the 30th anniversary of the State Independence of our dear Tajikistan. We must celebrate this blessed holiday of ours in better conditions than today and high achievements. Roads compatriots! The United Nations General Assembly, by approving and supporting the fourth initiative of Tajikistan, is implementing a number of programs in countries with great water shortages. Against this background, we, as the vanguard of this big undertaking, have completed a number of works in Tajikistan within the framework of the “Program for the reform of the water sector in the Republic of Tajikistan for 2016-2025” in order to provide the population with high-quality drinking water. In the direction of providing the population with high-quality drinking water and irrigation of agricultural lands, in cooperation with development partners, 52 investment projects are currently being implemented in the amount of 7.8 billion somoni. Until today, in 23 cities and regions of the country, the implementation of state investment projects for water supply in the amount of 1.5 billion somoni has been completed, and 9 other projects are still being implemented in the amount of 1.5 billion somoni. As a result, today in the cities of Dushanbe, Khujand, Vakhdat, Gissar, Panj and Mir Sayyid Ali Hamadoni regions, the problem of providing the population with high-quality drinking water has been largely resolved. But the quality of work performed within the framework of state investment projects and the level of provision of residents of a number of cities and regions of the country with drinking water still cannot satisfy us. Despite, that Tajikistan is rich in water resources, in today’s conditions and taking into account the interests of future generations, we must widely introduce methods of efficient and economical use of water and respect for water resources. In the current conditions, when most countries in the world are concerned about the consequences of climate change, our scientists need to pay more attention to this global issue. The Academy of Sciences must, in cooperation with scientists from other countries, conduct research in the direction of the consequences of climate change and present the country’s achievements in this direction. Explaining outside the country the significance of Tajikistan’s water initiatives is primarily the task of the country’s scientists. In Tajikistan, 98 percent of electricity production comes from hydropower. Therefore, due to the emission of greenhouse gases, our country ranks 135th in the world, which is a valuable contribution of Tajikistan in solving global problems. This means that the volume of greenhouse gas emissions in Tajikistan for each person is the smallest on a regional scale, and this is our contribution to improving the environmental situation of the region and the planet. To achieve this level, we are facilitated by the widespread use of renewable energy sources, most of all hydropower). Let me remind you that the widespread use of renewable energy sources, especially water resources, is considered one of the main sources of green energy generation and the development of a green economy. With the complete commissioning of the Rogun hydroelectric power station, it will be possible for Tajikistan to become one of the top three countries producing “green energy” on a global scale. On the territory of Tajikistan, there are 13 thousand large and small glaciers, including the longest and largest on land, the Fedchenko Glacier, which is 76 kilometers long, and the glacier area as a whole makes up 6 percent of the country’s total territory. Over the past 40 years, under the influence of climate warming, more than a thousand glaciers have melted and completely disappeared. The current situation of glaciers requires the adoption of measures together with international and regional structures, including in the direction of organizing expeditions for the study of glaciers. In the coming years, the negative impact of climate change on the agricultural sector will increase. The annual increase in the area of unused land, desertification, lack of water and droughts are becoming the reasons for an ever-increasing decline in crop yields. We need to regularly take measures to maintain a high culture of farming, economical water consumption for irrigation of land, use of energy-saving technologies in agriculture and protection of water resources. To date, 12 state investment projects in the amount of almost 2 billion somoni have been implemented in various regions of the country for the development of new irrigated lands, the restoration of lands left out of agricultural circulation and the development of agriculture in various regions of the country, and the implementation of such projects for a total of 665 million somoni is currently underway. Despite this, annually more than 40 thousand hectares of land remain in an unsatisfactory reclamation state. The Ministry of Agriculture, The Agency for Land Reclamation and Irrigation and local executive bodies of state power must ensure the effective use of opportunities and resources to enter waste lands into agricultural circulation, develop new ones and prevent their salinization. The heads of regions, cities and districts are obliged, together with the Ministry of Agriculture, to take measures to increase the sowing area of agricultural crops, build greenhouses and refrigeration facilities, provide the food market with high-quality and environmentally friendly products of their own and increase the volume of exports of the sphere’s products. Dear compatriots! The tourism sector is a priority in the policy of our state and with the aim of its development, the Government of the country provides for a number of tax and customs benefits. Already during the first year of the announcement of “Years of Rural Development, Tourism and Folk Crafts”, a number of advances have been observed in the countryside of the country and the development of tourism and folk crafts has been ensured. Despite this, we must further strengthen the process of improvement and creation, eliminate the existing difficulties and take additional measures to develop the countryside, tourism and expand the development of folk crafts. To date, more than 200 travel companies operate in the country, and 15 tourism infrastructure projects are being implemented with the stipulated benefits. For 9 months of this year, more than 1 million tourists visited the protected areas of our country, which is 20 percent more than last year. It is necessary to improve in 2020 and in the future the conditions of the tourist infrastructure in all tourist areas, improve the level of service. In order to ensure the competitiveness of the sphere in the global tourism market, we need to train specialists who know languages, culture, history and modern technology, train employees of travel companies, guides, translators and other specialists in accordance with the requirements of the tourism market. The development of tourism and the education of highly qualified personnel in this direction will give a serious impetus to the growth of the national economy, an increase in the number of tourists to our country and the creation of conditions for the creation of additional jobs. To create a modern educational basis, I propose to create an Institute of Entrepreneurship, Tourism and Service on the basis of the Institute of Entrepreneurship and Service. I am sure that all government agencies will make even more efforts to develop this important area, entrepreneurs, civil society, non-governmental organizations and associations will strive to adequately represent our dear Tajikistan to the world community. In order to further improve the investment climate and stimulate foreign entrepreneurs who invest more than one million US dollars in the economy of Tajikistan, I propose that the Ministry of Foreign Affairs and diplomatic missions of Tajikistan outside the country issue multiple-entry visas for a period of 5 years. Within the framework of the Years of Rural Development, Tourism and Folk Crafts, as well as in order to attract more tourists, it is proposed to issue citizens of foreign countries who have the right to obtain a visa of the Republic of Tajikistan in a simplified manner, issue multiple-entry tourist visas and extend their period up to 60 days. In addition to this, in order to facilitate the movement of foreign compatriots who are citizens of other countries, issue multiple 3-year visas. The Ministry of Foreign Affairs needs to submit to the Government of the country a draft of the relevant normative legal act in order to implement the above proposals. Also, the Committee for Tourism Development needs to present specific proposals in order to more popularize the historical, cultural, mountaineering, entertainment, medical and ecological zones of Tajikistan to attract foreign tourists using the experience of developed countries in this regard. Dear friends! Until today, we have done a great job for the development of the spheres of science, education, health care, social protection of the population, culture, policy implementation, regarding youth, women, family and the development of sports. At the current stage of Tajikistan’s development, the spheres of science and education are given top priority, because they play a key role in strengthening the foundations of a democratic, legal and secular state. This year, at the expense of all sources of funding, 130 educational institutions with more than 32 thousand seats were built and commissioned for a total of 500 million somoni. Of this number, 32 institutions with almost 10 thousand seats worth more than 122 million somoni were created at the expense of generous entrepreneurs and citizens, and their contribution to the construction, renovation and reconstruction of educational institutions and other sectors is increasing every day. In 2020, it is planned to build 181 educational institutions for 54 thousand seats in the amount of 900 million somoni. Before the celebration of the 30th anniversary of State independence, 128 preschool and 338 general education institutions will be created, and in total 1,332 educational and preschool institutions will be repaired and reconstructed. In addition to this, at present, through the efforts of entrepreneurs, more than 400 cultural institutions, 105 hospitals and clinics, 257 health centers and 467 medical centers are being built and repaired. On my own behalf and on behalf of the Government of the Republic of Tajikistan, I express my sincere gratitude to all residents of the country, including domestic and foreign entrepreneurs and other philanthropists, who, at the call of the Head of State, make a patriotic contribution to the construction and reconstruction of roads, bridges, social facilities, including institutions education, culture and health care, industrial enterprises and workshops, plumbing and other good deeds. Leaders and educators need to raise the level and improve the quality of education at all levels of education in response to the care and support of the state and the efforts of patriotic people. Also, to strengthen control over the development of modern knowledge by students, to encourage adolescents and young people to read fiction and scientific books, to strengthen their creative abilities. In this regard, I propose to declare 2020-2040 as the “Twenty Years of the Study and Development of Natural, Exact and Mathematical Sciences” in order to further improve the establishment of the study of natural, exact and mathematical sciences, as well as the development of technical thinking of the younger generation. The Ministry of Education and Science, the Academy of Sciences and other ministries and departments in whose structures there are educational institutions, instructed to submit an action plan on this issue to the Government of the country within 3 months. I also propose to hold annually republican, regional, city and district Olympiads in natural, exact and mathematical sciences at all levels of education, and ministries and departments, local executive bodies of state power of regions, cities and districts to financially and morally encourage the winners of competitions. We must, like our mother and our Motherland, love our sweet-sounding and poetic Tajik language and cherish it as priceless pearls, as the basis of our being. Language is a mirror in which the face of the nation is vividly reflected, we must appreciate this, and at the same time attach paramount importance to the study of Russian and English as languages of international communication. We are expanding the study and development of languages not for show, and in order to improve the education of society. Therefore, every person who has realized himself should strive to enrich his native language and learn foreign languages, give priority to reading books and make efforts to improve his education. Because a number of observations show that there is little reading of books among schoolchildren, students and even teachers. In this regard, on the Day of Knowledge, I instructed the Ministry of Education and Science, heads of educational institutions to take serious steps and take effective measures to teach and instill a love of reading books in schoolchildren, to learn poetic and prose texts, to increase their level of education, expand their worldview, education of oratorical skills. In this regard, the ministries of education and science, culture, scientific institutions, heads of regions, cities and districts and educational institutions of all levels of education are instructed to increase the publication of fiction books to increase the level of education and enlightenment, to spread the practice of reading at least 5 fiction books among adults and students. in the year and protection, poetic and prose works of authors of past centuries and current writers, and take this matter under serious control. The protection and development of national culture, taking into account the interests of today’s generation, is one of our most important tasks. At our suggestion a few days ago, the General Conference of UNESCO decided to celebrate the 5500th anniversary of ancient Sarazm and the 700th anniversary of the outstanding Tajik poet Kamol Khujandi. Presenting to the world scientific works, literary works and samples of Tajik culture as an educational, civilizing, urban planning nation is one of our most important tasks. We must show the world that we truly are a cultured nation. To ensure the sustainable development of cultural institutions, it is necessary to attach greater importance to the reconstruction of infrastructure, strengthening the material and technical foundations and education of personnel in the sphere, promoting the formation of folk art, and the effective use of the cultural and spiritual potential of the nation. In this regard, I propose, under the patronage of the President of the country, to hold the republican competition “Tajikistan – my beloved homeland” annually. In the last two years alone, 320 medical items have been imported, pharmaceutical equipment and new technologies for the production of drugs for a total of 950 million somoni, 150 sanitary and specialized vehicles were purchased for healthcare institutions in cities and regions of the country. Over the past 7 years, the health care budget from 716 million somoni has reached 1 billion 740 million somoni, which is 2.4 times more than in 2013. In 2020, state financing of the sphere is planned for almost 2 billion somoni, or with an increase of almost 6 percent compared to 2019. Although, as a result of the provision of medical institutions in cities and regions with modern equipment, some of the problems in the sphere have been eliminated, the level and quality of service to the population and the professional level of nurses is still to be improved. The Ministry of Health and Social Protection of the Population needs to take firm control of the activities of medical institutions, better arrange things to increase the level and improve the quality of services to the population, and gradually organize retraining courses for all personnel in the sphere. For any state, the health of the population is very important, therefore we must protect the health of the nation and create all the conditions for this. In 2020, the country will host a population and housing census. At the new stage of the socio-economic development of Tajikistan, this event will be aimed at determining the quantitative and qualitative indicators of demographic processes, which are important in the planning and implementation of state policy. The Statistical Agency and local executive bodies of state power should, together with the Ministry of Internal Affairs, the State Committee for Land Management and Geodesy, the State Unitary Enterprise “Housing and Communal Services” and other relevant structures, take the necessary measures to prepare and conduct this event at a high level with using modern technologies. Dear compatriots! We attach the necessary attention to the issue of creating as many jobs as possible, developing medium and small businesses, folk crafts and work at home. Currently, in the country, at the initial stage of vocational education, workers are being trained in 97 professions, in training centers for adults in 57 specialties and at the secondary level of vocational education in 166 specialties, in total for 454 specialties. In this regard, the Government of the country, the ministries of education and science, labor, migration and employment of the population and other ministries and departments in whose structures there are educational institutions, as well as the heads of regions, cities and districts are instructed to attract citizens over 18 years of age for 5 future years , who do not have specialties and professions, to study and master professions and crafts, to take serious measures for the widespread and employment of the entire population. Along with this, it is necessary to develop a program for the development of professions by citizens of the Republic of Tajikistan for 2020-2025 and take specific measures to implement it. According to statistics, the number of our citizens working outside the country has decreased by almost 60 percent, which is a result of the development of the economy and the creation of jobs within the country. But this figure is still unsatisfactory. The leaders of all central, local bodies and structures, enterprises and institutions, civil society, state and non-governmental organizations and institutions, entrepreneurs, businessmen, in general, every patriotic person needs to make efforts to organize jobs in the country. To this end, before celebrating the 30th anniversary of State independence, we must improve our activities and, using all the opportunities and resources, annually create at least 100 thousand new jobs for the country’s residents, and thus reduce the tension of labor migration. A number of works have been done to develop the social insurance and pension system, improve the quality of social services for pensioners and ensure the sustainability of the financial system of social insurance and pensions. The budget of social insurance and pensions, which in 2013 amounted to 1 billion 683 million somoni, in 2020 is planned in the amount of 3.2 billion somoni, which is 2 times more than in 2013. Currently, 700 thousand pensioners are under the care of the state in the country, including 148 thousand disabled people, 5277 orphans and 74 thousand orphans. Providing assistance to low-income families, orphans and homeless, needy people today in the country has become a good tradition. At all times, the glorious Tajik people have extended and are extending a helping hand to the needy population and shows an example of generosity and nobility. The government of the country will continue to support this social group, including orphans, disabled people, sick and lonely people, low-income families, and I am sure that entrepreneurs, businessmen and other people of generous soul, along with government agencies, will take even greater part in these good and godly deeds. In order to improve the practice of establishing disability pensions and to prevent the unjustified payment of disability pensions, the project “Strengthening the social protection system” is being implemented in cooperation with development partners. in accordance with which a unified information base and a modern procedure for registering persons with disabilities are being developed, and within the next 6 months, the relevant information will be entered into a unified electronic network. This measure will provide an opportunity for the effective use of funds allocated from the state budget, and for real disabled people to use them. The government of Tajikistan always keeps under control the social condition of the vulnerable strata of society and regularly takes measures for the socio-economic development of the country in order to improve their conditions. In the social policy of the Government of the country, the priority is given to financial support of social protection institutions and low-income families, and this will be the case in the coming years. Taking this into account, and in order to provide social support to vulnerable groups of society, I propose pensions for disabled people up to 18 years of age, as well as non-working and needy groups of disabled people who have been assigned a social pension on the basis of the Law “On the provision of pensions to citizens of the Republic of Tajikistan” from September 1, 2020 to increase by 50 percent, so that the volume of these pensions is equal to the size of pensions of pensioners, which are determined in accordance with the Law of the Republic of Tajikistan “On insurance and state pensions”. Also, in order to improve the social conditions of the country’s pensioners, I propose to increase the minimum and maximum old-age pensions and basic pension, as well as the labor pensions of citizens by 15 percent from September 1, 2020. The young generation of our country, with its awareness of high responsibility, strong will, patriotism, faith in national shrines, heartfelt mind, proved the correctness of the path we have chosen to improve the Motherland. We contemplate with satisfaction the active participation of the country’s youth in the construction of large hydroelectric power plants and enterprises, including the Rogun hydroelectric power station and other creative works. The number of young people is also increasing in other spheres, including industry, construction, education, health care and agriculture. Therefore, the relevant structures and bodies need to put a solid barrier on the path of propaganda of religious radicalism, instruct young people to be vigilant and educate them in the spirit of loyalty to the people and the Motherland, respect for universal values. An important condition for achieving success in the fight against terrorism and extremism is the coordinated and effective activity of law enforcement agencies and the strengthening of the legal framework for regulating their activities in this direction.
